Conditional formatting is possible in rich client or launch pad?

Hi All,

My assumption was we can create conditional formatting rules in webi rich client and in launch pad we have the read only option to conditional formating. However when I actually checked in both the tools I can see this 'New Rule' option to create Conditional formatting is available in both the tools?
