Red lines have no impact on budget availability control. And that explains why your available budget did not increased...
You have two options for lines marked with S.
I do not see that last line as reversal for anything, otherwise you would have the same amount posted earlier (and same cost element posted earlier).
Where do you have those 16K? Also note the assigned order, that is not open for line items.
