At line selection inside Form

Hello,

I'm getting below error when I add At line selection inside Form.

Incorrect nesting: Before the statement "AT", the structure introduced by "FORM" must be concluded with "ENDFORM".

I have created different forms for different checks and for this form, when I click on classic report output text I need to go new transaction.

When I put At line selection outside the form, it directs to new transaction but even when I double click anywhere in output screen.

Please advise.
