If I recall correctly then the ability to save and delete the BPC Server content files/templates can be controlled in the BPC Task Profiles. It's been a while since I looked at this, but I think that if you have "Manage Templates" in the "Analysis and Collection" task profile assigned to a user, then they will be able to save and delete, etc. If they do not have "Manage Templates" then they can only open the files/templates and not save them to the server.
If you want them to be able to also save to the server, then use Teams to give them access to folders that they can also write to (save and delete).
